The issue has been fully resolved. All affected components are operating normally again.
Some databases connection may have failed with "Failed to acquire permit to connect to the database" error.
During the incident, databases that should normally have been able to scale down to zero weren't able to.
The root cause for this incident has been identified and mitigations as well as preventive actions have been taken to prevent this from re-occuring.
